Affairs took the place of the Acting Colonial Secretary on the

Committee.

The Committee presented three reports, copies

of which are enclosed, dealing in turn with the case of each of

the three officers, and on the 24th. December the matter was

considered as a whole by the full Council who recorded the

following minute: -

(i). that the salary of Mr. Lenfostey should be reduced

to £210 per annum for three years.

(ii). that Mr. Jones should be asked to retire at the

age of fifty-five years.

(iii).that Captain Taylor had in tuis case indicated in-

-competence as the Head of his Department and that the

question of his general competence for his holding the office

of Harbour Master should be brought up for consideration of

His Excellency the Governor.

The matter was further considered on the 8th.

January, subsequently to my return to the Colony, as shown in the attached minute of the proceedings.

I will address you at a later date regarding

Commander Taylor. I may say here that I do not take a very serious

view of his conduct in the matter now in question. Mr. Jones has

been informed that I have been unable to acquit him of careless-

-ness in the matter of the supervision of the accounts, and he has

been censured accordingly. I do not propose to appoint him again

to act as Assistant Harbour Master as I do not consider that he

has had the necessary training for the office part of the work. I have to request your approval and confirmation of the reduction of Mr. Lenfestey's salary in the amount of £15 per annum for a period of three years; and I would further ask your sanction to the writing off of the money missing less the sum of $1,000, in

Enclosure.
